Sorry Arktic but judges in America rewrite law all the time. And not much is done about it. Of course you are right as they are there to see the law is correctly applied but they spend a lot of time ''interpreting" the law and, it appears, most of them cannot read properly or have very low comprehension. One of the worst offenders is Scotus.
