Also found this from an SNE/FAN pre-drill "Cairn in Senegal" presentation, which adds a bit more:

"In the event of a commercial success, ConocoPhillips will have the option to operate the future development of the resource and Petrosen will have the right to increase their interest to 18%"

So still not absolutely clear in view of the Petrosen discussions above whether this will be at FID or DoC (if there is such a thing under the definitions in the PSC terms) or whether in fact for all intents and purposes they are the same thing, or looking at the flowcharts above, again does the "development phase" and "grant of exploitation authority" begin with post exploitation selection FEED (Front end Engineering Design) or the FID (Final Investment Decision).

Sounds like another question for @Oddoneout at the Mar 15th presentation meeting.
