You are probably close to the mark. After all this is quite a half baked announcement. It is only a letter of intent and there seem still to be issues re the "oil major" and its interest in these tenements. The market as yet doesn't know what the agreements between Gastech & the major are. It will have to wait for further details and finalisation of the deal to properly factor it into the price. A bit like Xinwen
