its focused plan, not in the least random small tatas grants to start ups. yet it is picking winners. its intent is to get the processing of raw materials needed for batteries and solar panels. so Cu, Ni, Li and a range of rare earths etc processing to supply more battery and solar panel manufacturers. its reported that SunDrive, driven by a genius who developed Cu for solar panel manufacture which is said to be cost competitive due to the lower cost of Cu, compared with silver (Ag) and providing a significant boost to the efficiency rating of panels from 25% to approx 30% - a 15% improvement.
we already have Tindo solar panels and they are competing for a slice of the pie to build a new factory mooted to be on the central Coast NSW. Tindo has 10 years manufacturing experience in SA and produce Tier 1 panels.
we already have 3 battery manufacturers in Aus. I haven't checked how competitive these businesses are or how their batteries rate compared with the best from o/s. there might be an incentive for these makers to upscale. but this was alluded to rather than announced.
theres also mentioned focus on hydrogen which will no doubt please Forrest and MCB, both of whom have been solidly building their respective plans for 'green' hydrogen and with Forrest teaming up with Sanjeev Gupta/Ross Garnaut and Whyalla steel works, but Albanese also mentions 'green' aluminium which he reckons will be in strong demand due to the constraints of many countries in building the necessary renewable energy infrastructure to make 'green' metals.
this is no Liberal announcement which normally come to nothing since Howard lost his seat. if Howard had done this it would have saved his political life and we would have become a global leader. but we'll have to wait for developments to see if Albanese is good for his words.
