Well yes but thats a rather simplistic view. Mr Market does not decide dilution, that's the companies. A company is ultimately responsible for the price which the market will pay.
Having low cash levels means they are going to need to find cash, and the most likely will be dilution, by selling stock to "sophisticated investors" no doubt
Anyway, this company has great potential but lets be honest, its a very high risk investment at this stage after reading the latest cash flow report.
