You'll need more than your toolbox. There is lots of work still to be done and then the ramp up phase for commissioning can take 3 months or longer. (Look at AZC) July would be ambitious. Sept 2007 is long gone. Sept 2008 is closer than you think.
Where is the independant valuation as a defence? Nowhere to be seen because the answer would not suit AGM.
