It should be obvious that the only reason he chose the do a CR is to hasten SDV, it could have been funded naturally via MC once the 2016 quota is filled in a couple of months and BNP (@Royal_Viking for some banking expertise/skepticism here), but if you slice off 6 months on resource development.. why wouldnt you?
