The 1 mW plant will supply Innaminka (all its electricity needs from memory). Any increased production above that will need to find a market and this first requires a power line to transmit the power.
There was talk at one stage of inticing high electricity users to relocate there (Data centre?) but have not heard anything more for yonks.
The JV in the NT sounds more promising.
