ASX Operating Rules Guidance Note #10 talks about when the ASX considers shutting the market, and uses Feb 2011 as an example of when they 'had an issue of dissemination of post trade information'.
If nothing else, they can now update their Guidance Note with Nov 2020 being a more recent example. Doesn't say at what time they call it and just keep it shut for the day, though in my experience it's probably past that time.They'd unlikely open just to have a MOC auction.
