Yes Jev - you have disagreed with this suggestion before - some other observers I have spoken to believe Barda is not 'immune' to areas of public fear and concern, and to the need for governments to be seen to be taking protective actions. I could understand this being an issue. I have no evidence of this being the case though - just some comments from others in the field...
