At the moment there is evidence of meter tampering and failure to keep records by some farmers in NSW.
It's also apparent that those doing that are doing so in an environment where people higher up are willing to turn a blind eye.

I can't see the problem with that if the flows are there, using the bought water licenses as a bank.
One thing that troubles me is companies buying up water licenses and instead of using the water to grow stuff they trade the water to other farmers so the other farmers can grow stuff under irrigation.
