Shorten sits there as Labor leader and he's extremely unpopular even with Labor voters.
He so unpopular there's no way he's the best man for the job, since Labor's popularity is way higher than his personal popularity.
So why's he there if its not best for the Labor Party ? It must be better for some other group.
