Point being a legal doc one assumes with French as the default language would be issued in French - so many examples in the resources/energy sector in developing areas of third parties finding a local Govt. supporter to issue a letter with a stamp on. However, likely bigger issues will be in play at a national level and lets wait and see - one would anticipate its very usual and something FAR appear to have the local understanding of.
