For sure, fiscal matters will be subject to the laws of Senegal but that is not the crux of the matter.

Similarly, the activities of prospecting, exploration, exploitation and transportation of hydrocarbons would absolutely be subject to the laws of Senegal, but the seismic activities presumably infringed no laws and no one is saying they have.

The matter in question is a contract setting out terms and conditions for the transfer of an interest in the ownership of an asset. It appears that it has a "subject to the laws of...." clause and most likely also with recourse to "arbitration at.... " The enforceability would appear to be somewhere other than Senegal. As you indicate in your later post
"if no asset sale is underway then there is virtually no impact other than an unknown impact on reputation with future deal making."
