I know hotrock can speak for himself, and I have always enjoyed this posts. I think the "piddly coal" comment may have referred to the "piddly" amount of coal being dug out of the ground. Not the "inferred" coal, which can not be really factored until quality and amount is measured.

Alot of my family have worked in open cut coal mines and I know what a fully, up and running coal mine looks like.
The pic's in the last "Q" aren't it and looks more like a mine on holiday.

How are they going to get these operating mines up to full capacity.

Machinery crushers and washers.Rail.

If they are going to meet their targets this year, these need to be in place now.

This would all tie in to financing. As far as I know, they have not made a target to date.
