Kanga. Usually when they announce a T/O price they will compare it to a moving average. This can be 30, 60, 180 days. The lower the average the better the takeover price can look to someone that doesn't delve further into the assets. Therefore by capping an average below 40c instead of letting it run it's free course they manipulate this average lower.
