What may well be happening is someone wanting to build their stake and the best way to do it, is to stack the sell side and pick off the nervous nellies in dribs and drabs until you get to your quota.
Makes a lot more sense than openly displaying you want to buy 10M shares and stacking the buy side and there is no law against this.
