    The insane can be institutionalised to protect the community and to protect themselves without ever having committed a crime. The same methodology needs to be applied to anyone at risk of radicalisation. Once detained, the threat to community and self is eliminated. If offered similar levels of care as mental patients received, most can be reintroduced to society as soon as they demonstrate they are no longer at risk of radicalisation. The small percentage who cannot be helped can be introduced to the criminal justice system instead.
