I would almost guess that here in Aus, fuel companies offset the price of petrol against the price of diesel. Charge more for diesel, and drop the price of petrol by a couple of cents to keep the majority of the population less unhappy, while still raking in the $$$. It probably all comes down to who complains the most.
At least that is all I can think of.
