Could Coldry be used as a 'carbon offset' model for large polluters?

Say a consortium of our 50-100 largest industrial polluters fund a domestic coldry plant(s) then split the carbon savings and offset them against their own pollution (rather than upgrading individually?). More complex that this sentence suggests but an idea.

Maybe even shut down a dirty power station after having built a new state of the art BCE base load energy station which might be totally run on coldry (work force moves to new station). With a 40% carbon reduction vs the current dirty stations which exceeds the target carbon savings Coldry could absorb offset from other polluters.
