The number of shares sold short in SYR is 2 million shares short of the ATH largest amount of shares sold short ever in this stock. (Not % of SOI but actual shares sold).
I think short sellers can see that there is little impetus for any news over coming months hence why they keep adding to their shorts IMO.
I personally believe short selling should be outlawed as it leads to such destruction of wealth for long term shareholders.
