I would have thought it's up to the owner if he or she decides to rent out a property they own. Housing is a not right but a need. We all need housing but providing housing to people who think they can destroy or misuse the property because they feel entitled is incorrect as well. We all have obligations as well. People are always banging on about rights but not obligations to your fellow man.
