I think delays could be caused due to the fact that they need ETAP (Enterprise Tunisienne D’Activites Petrolieres) approval for each step of the way (including test rig contract). I expect building relationships with government is critical to long term sucess of this project so they will be conservative in their approach and make sure they have every box ticked.
Better than rushing things through and having problems latter.
