Probably not a pump and dump.
But I wouldn't be surprised if it's a case of buy the rumour/sell the fact. Has anyone done any calculations on the value of the tech? I read past anns and it wasn't clear. And what will the ann be? Probably something like, "JV to build a pilot plant". Nothing to get excited about unless there is significant $$$ attached. And Indians are notoriously wise in dealing slowly and paying the minimum cost possible. It was a good one to get on at 1.7c.
