At one point during Trump's presidency, the domestic oil industry was more than 2% of the economy. USA was the largest exporter of crude in the world for over a year.
The Russians and Saudis teamed up to drop the spot price of oil to a level where the drillers/frackers went broke causing a lot of damage to the banks backing them.
Now no bank will finance a rig because they all got the message from the Saudis/Russians loud and clear last time.
