yes that's my understanding too ...
what i had in mind though was a situation like last time, when sophisticated investors meant one of the existing (larger) shareholders, who are able to sell immediately their existing holdings in anticipation of a top up down the track
it's rotten. but i do agree, this should allow progress. shouldn't be anymore bad news on the horizon now with this out of the way.
