My guess and only a guess is that MMX have held off on there BFS to ensure this day has come before hand, to ensure CHM don't really have an idea of what Jack hills and okajee are really worth...that way they can assume it is worth alot less than it really is. I think it is clever but prolongs the project....
its a lose lose situation. Pay out CHM more/less or get cash in from Mitsubishi..... alot of ego in this case if you ask me....
