Surely like 100% of the indicators it shows a lagging situation after the event. with Bollinger it is particularly so for very short periods and these appear as sudden peaks reflecting the very recent action. in this case the action that took place in the immediate periods around May and July 2016, Dec 2017 and Sept 2019. What i am saying is that unlike other trend indicators such as Elliott Wave and other proprietary indicators, Bollinger bands is a reflective rather than a predictive indicator. widening of bands shows on instant action.
