Maybe because it is not a completely dead duck yet. A trial is underway in Melbourne (at least we haven't been told otherwise). Should anything slightly positive come out of that the shares might go up 0.2 or even 0.3 cents which gives you a healthy return (percentage wise). If you like a punt and have some spare cash this might just be your thing.
