I think they have the exploration licenses but the government has ignored their applications to convert them to mining leases. Either horribly slow bureaucracy, or waiting for a bribe, I assume.
That would mean nobody else can mine it while they hold the exploration licenses.
I may be wrong, so somebody else can clarify.
