I have read this announcement 30 times and my belief is that both FBR and Liebherr MD say ...
that together they will collaborate in commercialising the HX and the only way to commercialise it is to provide a financing facility, loan arrangement, taking an equity position for a cash placement OR building the HX at Liebherr cost and leasing back to the WaaS entity.
These announcements are carefully worded to say as much as possible without breaking secrecy agreements.

The collaboration will also enable Liebherr to better understand the processes required to assemble Hadrian X® robots onto US truck bases, with a view to progressing the broader relationship that is continuing to be investigated under the Memorandum of Understanding, including the potential for the mutually beneficial commercialisation of Wall as a Service® in the US market.
Stephen Albrecht, Managing Director of Liebherr-International AG commented: “The impressive performance of FBR’s Hadrian X® machines during field trials in the US market has strengthened our belief that the Hadrian X® is the most advanced and commercially viable fully automated construction robot available today. We are looking forward to progressing our relationship with FBR and supporting them in the successful commercialisation of Wall as a Service® in the US and the rest of the world.”
Remember under the terms of CRH option FBR were prohibited from discussions with builders or OEM during the whole demo build program and the full 45 day period. Not surprised FBR were all hush hush during the Pulte demo build and only let the market officially know about the build after the JV option period ran out.
