With all due respect, LTR has actually been mining since January, and has built-up a stock of hundreds of thousands of tonnes of DSO, just waiting for the plant to be commissioned. In addition, LTR just announced at the AGM that they started underground mining on 17 November. (see slide 7 / page 11 of the AGM Presentation). They WILL be producing when the plant is ready.
It is POSSIBLE that if it takes them another six to nine months past the plant commissioning to start producing from the underground mine at a rate that would support 500 kt per annum of SC6 output, there could be a slowdown or halt in production, but the plant will be producing on Day 1 after commissioning. What with ramp-up and the inevitable challenges that will come with it, it will probably take even longer than six to nine months to refine the ROM stockpile and current (albeit slow, for now) underground production.
