Alternatively... the big boys are pushing this, and a large amount of other companies down in preparation for a Greece default. Or some other bad piece of economic news that would, at least temporarily, throw the markets into disarray.
You saw the reception to the Mount Weld announcement. I wouldn't anticipate a sharp rise on the back of being awarded the pre-operating license. With the, for lack of a better term, failure of the Save Malaysia anti-lynas group it seems almost certain that the license will be granted. I'd guess that analysts figure that, too.
