Your market cap figure is correct. Just under 200M shares at $3.70 gives about $730 M Mkt cap.
Not sure where you got your 200M cash figure from. The September quarterly had $68M as cash and receivables after settling the GMM transaction and payment of the final dividend.
Still any takeover offer would have to be well north of $6 IMO to even be considered.
