Gillard generates this reaction by making absurd / strange / difficult to believe statements and then loosing considerable skin trying to justify them. Often it is compounded by her acting in a manner than contradicts her position, just making her defence all the more implausible. Finally after a bruising battle she inevitably concedes on the issue. These problems are entirely of her own making - the journalists are simply reporting what everyone is thinking.
