To declare that some budget promises are worth breaking is stating the bleeding obvious. To achieve it without incurring an electoral bloodbath is not so clear, and much more difficult to achieve.
Maybe Pascoe could give Joe a quick ring, and tell how he can do it, without electoral pain of course.
