Stage 1 is separate to Stage 2, and Stage 2 will be subject to an assessment and approvals process under the applicable South Australian legislation. Prior to the NRUP progressing to Stage 2, NRZ would consult with the Federal Department to determine whether Stage 2 will be referred to the Federal Minister for the Environment as a proposed action under the EPBC Act.
NRZ seems to see the approval processes for Stage 1 and 2 as completely separate exercises.

On reflection, I cannot envisage them to be regarded as unrelated. This clearly supports your opinion. I have revised my bet "from the heart" to a two-way bet. A bit more realistic "s74A split referrals decision" or a "Clearly unacceptable (CU) decision", tending more towards the former.
This has all the ingredients of a protracted progression. And they are looking for an imminent partner and $100 million to kick off Stage 1. Good luck to them.
