    Stage 1 is separate to Stage 2, and Stage 2 will be subject to an assessment and approvals process under the applicable South Australian legislation. Prior to the NRUP progressing to Stage 2, NRZ would consult with the Federal Department to determine whether Stage 2 will be referred to the Federal Minister for the Environment as a proposed action under the EPBC Act.


    NRZ seems to see the approval processes for Stage 1 and 2 as completely separate exercises.

    What is a Split Referral?
    A split referral is where a referred action is part of a larger action that:
    • has not been referred;
    • has been referred in separate ‘lesser referrals’ for commercial or other operational reasons;
    • will be conducted in progressive stages (also known as ‘staged developments’)


    On reflection, I cannot envisage them to be regarded as unrelated. This clearly supports your opinion.

    I have revised my bet "from the heart" to a two-way bet. A bit more realistic "s74A split referrals decision"
    or a "Clearly unacceptable (CU) decision", tending more towards the former.

    This has all the ingredients of a protracted progression. And they are looking for an imminent partner and $100 million to kick off Stage 1. Good luck to them.
