By your reasoning , the public sector should not be included in employment data.
That is false reasoning because employment data does indeed include public sector employment.
Your question is not wholly unfounded as it does give one cause one to think.... but you need to look at the matter again and perhaps re=phrase your question.
Whether you do that or not, your question as it stands is invalid as everyone knows that all employment statistics embrace and include both private and public sector employment.
