In Capital I, Marx assumes free markets and perfect competition. So, no conspiracy is needed. The logic of capital compels the capitalists to pay out the minimum in wages and to act as a class in their own class interests and to produce the industrial reserve army of (unemployed) labour during a crisis, to underpin the next boom phase, in the recurrent boom/bust cycle. Capitalism reproduces the very class relation that it is based upon.
