Have not read the article yet but this must be referring to the first big batch order of F35's?
The intention for this was to help lower unit costs and start mass manufacturing.
I recall an earlier article regarding lockheed ramping up in preparation:

Obviously once this goes through, QHL can expect to see their order book value shoot up - I'm going to say that this is the basis for the FY2018 revenue predictions and the subsequent rapid growth as F35's start mass manufacturing.
