I'm not sure there's any manipulation going on here. That seems to be the most popular explanation for a declining share price on HC. I think in the case of RAC, between rising interest rates and overall market sentiment, poor biotech sentiment in general, execution problems at RAC (e.g. clinical trials going nowhere, DOA buyback), missed deadlines, management changes, lack of news (or withheld news), May/June tax loss selling, impatient shareholders who were expecting rags to riches etc. there is plenty to "explain" the decline in the share price.

But regardless of the cause, it does seem that we should be approaching the level where there is an opportunity for someone with deeper pockets to take advantage of the situation.
