The idea of taking ATO annual income data and dividing it by 26 to determine someones fortnightly pay and issue a debt without human oversight to relieve employers of the burden of supplying the fortnightly data when asked,

.."did not accord with the legislativerequirement that social security entitlements are to be assessed on a fortnightly basis."

Presumably some Government lawyers and public servants will be the ones to suffer consequences.
At the very least some training about how they are supposed to do their jobs will be required.
More funding for refresher courses.
