Consolidation is smart. It cleans up the share registry a fair bit - which saves money.
As with most consolidations - there may be a drop in share price (and will here given the timing after the capital return and special div) straight after as people reconsider their investment dur to small holdings etc.
Would expect a compulsory buy-back to clean up the Share Register.
Then the company is better placed for a clean start.
The company needs significant holders jump in and stay in.
