to clarify this concept, basically this new comp will involve not just city-centric clubs, but regional towns too.
as in; the old wafl vfl safl teams incorporating regional clubs.
example; formerly perth had 8 teams in wafl, bring them back but allow larger regional towns like kalgoorlie, bunbury, albany, geraldton, karratha, broome, , kunnunnara,mandurah to bring teams so that the entire state is represented through regionality.
same for vic. the former club teams but incorporating vics larger regional towns in the comp like, bendigo, ballarat, etc.

so a state like vic might have 20 or more teams, sa a dozen or so, same for wa 8-10 city suburban sides with 4-5 regional centres in the mix.
similarly for all the other states-territories, depending on their penchant for the game. qld-nsw are league focussed states therefore they may remain with few sides in comparison to their populations altho qld is a burgeoning afl state esp in the regions!
nevertheless the states will be relegated to an intensive regionality focussed footy league.

all in all, i this kind of comp would be a far more exciting than the boring "5 large city centre" comp we have today.
as well showing this nation as being much more diverse than just a few big states & territories!
