You're saying that there is no connection between
1.Ramadam,
2. Lynas court case against SMSL and
3. the issue of the TOL.
I do agree that there is no legal connection in terms of due process etc.
The same applied to the PSC as you'll recall. However it became very clear that the PSC report would be first!
The political/PR reality is that the govt want to manage perception and time the TOL issue to their best advantage.
I'm assuming here that the govt have reached a view on LAMP. (The PR certainly suggests they have.)
If so, I think there's a political 'sweet spot' just before Ramadam. It's not an acceptable time for rallies and noisy opposition. Similarly, if the SMSL case goes well for Lynas then there will (I assume) be legal restraints on SMSL if they don't want to be in contempt of court.
So IMO late this week seems to be the perfect time for a TOL announcement from a political and PR point of view.
Of course making sense and Malaysian govt action may not be highly correlated!
