over time it can be argued that the market values all stocks fairly - with variations above and below depending on a whole range of factors.
however, imo if the company is actively looking at ways to help shareholder realise some of the currently "unrecognised" value in the shorter term then option 3 is what they will do.
who knows, they might end up doing nothing.
