A test which Turnbull is doing his utmost to avoid having to sit. Has he studied?

It's not the lack of actual policies so much as the complete vacuum of any directional indicators. Everything is 'on the table' (except GST) but there has been nothing to state what the big picture is. Where does Turnbull see the country going and what conversations are needed to get us there?
    Tax and spend?
    Big govt/small govt?
More power devolved to the states or a federal concentration?

    Who knows? Does Malcolm?

In the three months he was in charge last year it was all about 'wait until 2016, then you'll see'.
Now it is 'the budget is soon, then you'll see'.

The budget is in May! If we have to wait until then to get ideas from our PM then it is extremely unlikely that the budget will be anything apart from a disastrous 'business as usual' kicking the can down the road.

Then it will be 'wait until the election, then you'll see'.

There is no time like the present for Turnbull to tell us where he intends taking us. If he doesn't want to sit the exams then he shouldn't be in the class.
