You are correct. But more than that, a FR light weight cloth can then be used where previous heavy FR is not practicable, i.e. T Shirts, undergarments, all combat uniforms. Also in high workload areas where you need a lighter cloth, i.e. Flight decks, armoured vehicles, engine rooms, etc.

Whilst the initial market they were going for produces about 2 items out of 10 for the army, with lighter cloth and wash-ability it would be closer to 8 garments out of 10.
