I keep going back to this email from Chris Northwood where he states "We continue to work on getting the suspension lifted, but there are several issues we are wanting to resolve fully...". This sound to me as if ISX are the ones holding up the return to trading until they are happy the issues that led to the volatility are sorted out by the regulators and I'm sure ISX are quite happy to wait until the 4C is released before resuming.
