You are 100% right.
After 30 years in law enforcement here is my theory. If you have a target in the crosshairs charge them with something easy to prove to get them in the system... say suspension from listing due to share price volatility. While your target is on the mat and distracted investigate the offence you are really after say... allegations from OM report. Always harder to fight a battle on two fronts. Sneaky, but effective.
I'm not saying this happened. My opinion only but I have seen the tactic deployed successfully on many occasions.
